BlueScope Steel - 3B Precipitator Upgrade

Touchstone Systems was engaged to deliver the full electrical installation and testing scope for the 3B Precipitator Upgrade at BlueScope Steel’s Port Kembla facility. Works were preceded by scope review, drawing assessment, and on-site walkthroughs to ensure all installation activities were planned and sequenced in accordance with the PK16194 scope of works and associated documentation.

The installation phase involved the complete decommissioning of the existing precipitator switchboards, including removal of field cabling, old control panels, transformers, and four precipitator chambers, before the new equipment was brought into position and installed.

Key deliverables included:

  • Decommissioning of existing switchroom panels, field cabling, precipitator transformers, and control equipment
  • Installation of new switchboards and PLC control panels within the precipitator switchroom
  • Installation of 4 x new precipitator transformers, including HV piping, cable jointing/terminations, power and control cabling, HV insulators, and earthing
  • Development of all safety documentation including SWMS, ITPs, and ITCs
  • Quality assurance and testing including point-to-point continuity testing, functional checks, panel inspection, red-pen as-built markups, and completion of NOSC documentation


The project was delivered within the agreed programme, with close coordination with BlueScope site teams for access, permitting, and equipment management throughout the works.
